Teacher training scoping in Uganda

A face-to-face scoping visit to understand the inclusive education context in Uganda has been replaced by virtual scoping due to Covid-19 restrictions.

Meetings have been held with TOFI members, a questionnaire has been devised and partners will collect information in their districts. They will also collate all the existing modules of IE in their districts. The scoping visit explores what IE teacher trainings the NGOs and/or Government already offer, which districts will be involved in the IE TT project, who works in each district etc. The selection criteria of Principal Trainers have been discussed to decide attendance in the training(s) and possible participating teacher training institutions are being identified.  The scoping report will be finalised in Quarter 3.

School infrastructure improvement

Under SHAU’s IE component, 20 mainstream primary government-aided schools (five per region) have been modified to make them accessible for children with disabilities. Project site visits by the Ministry of Education have been done in all the 20 schools measuring the project up to date success and ensuring the project was in line with universally designed and inclusive infrastructure and WASH facilities for purposes of further advocacy at the ministry level and promotion of ownership of the project by school administrators.

Inclusive Education

A meeting to introduce the program to key stakeholders at national level was carried out. The stakeholders included TIET, SNE departments under Ministry of Education, Kyambogo University, Directorate of Education Standards, National Curriculum Development Centre, DEOs from the TOFI target districts, and implementing partners under TOFI Inclusive Education program. The meeting was central to building a working relationship with the key stakeholders and the stakeholders pledged to support the program.

A survey to understand the local context in Uganda was undertaken by partners in their implementing districts. All implementing partners participated and shared information from the schools in which they implement. The officials from the Ministry of Education and Sports (who include the Commissioners for Teacher-Tutor Instruction, Education and Training (TIET) and Special Needs Education), the District Education Officers (DEOs), Officers from the Directorate of Education Standards, Kyambogo University, Teachers and Head teachers also participated. The information gathered will support the development of teacher training modules that are relevant in the Ugandan context.

Save the Children have held inception meetings with school head teachers and School Management Committees at the 10 schools where the project will be implemented. The project was introduced to head teachers and School Management Committee members. The objective was to enable the school administrators understand the project, appreciate and own project activities that are being rolled out in the schools. This will eventually lead the administrators to effectively support and partner with the project and as a result lead to project sustainability.

Under SHAU’s IE component, 20 mainstream primary government-aided schools (five per region) have been modified to make them accessible for children with disabilities. The work has been monitored and evaluated by regional monitors, District Education Officers and the Ministry of Education Special Needs department through project site visits at all 20 schools. The evaluation visits checked that the project was in line with universally designed and inclusive infrastructure and WASH facilities for purposes of further advocacy at the ministry level and promotion of ownership of the project by school administrators. Further, SHAU have held at least one advocacy meeting for Inclusive Education strengthening in each implementing district, supporting the promotion of inclusive education through the engagement of school administrators and DEOs stakeholders.

Most activities have been pushed to the second half of 2020 or into 2021
